The pace of tawaf can be a little faster if you keep on the outer part of the mataf (the ground level area where tawaf is made). It will still slow down at the black stone. And one has to watch out for people praying right at the edge of the circuit, especially if one is performing tawaf before fajr, as people want to grab a place to pray as close to the kaaba as possible.

I've found the best place to make tawafon the ground floor, when the crowds are reasonable, is in the middle on the mataf, about equal distance from the kaaba and the outer edge of the mataf.

If the crowds are too much for you, which you'll be able to gauge when you enter masjid al-Haram, I suggest that one goes straight to the 2nd or 3rd floor. If you start on the first floor, the crowd might not allow you to change your mind, and it will take you about half a circuit just to weave out of the tawaf and to weave between the hundreds of people praying just outside of the area. The you'll have to make your way up to the 2nd or third floors which can be a little challenging if you're not familiar with the masjid al-Haram, such as how I was.
