Traditional Catholics in the Vatican organization as living in a kind of dhimmitude in which Catholics are tolerated in isolated corners of an organization which is now fundamentally non-Catholic. The Vatican leader, not being pope but only some lesser prelate, can be judged by a superior, or even possibly a group of episcopal peers in the Church, and it would have canonical force, but as that has not as yet happened the obligation to avoid his obedience is not binding, other than on the level of our own individual judgment.
