Officers found her in a nearby church parking lot.  She was taken to the hospital for hyperventilation. Both victims were also taken to the hospital. The condition of the man isn't known.  The infant is in critical condition, with internal injuries and trauma to his legs."They had to cut him out of the stroller.  They had to cut his pants off to see what was wrong with him.  He wasn't responding.  He was foaming at the mouth," said witness, Kiki Lee."I was getting teary-eyed bringing that baby out.  That could be anybody's baby.  My daughter won't be outside playing anymore," neighbor Lauren Gross said.Neighbors  who know the driver say she doesn't have a license.  She was parking the car for a drunk neighbor.  Right now it's unclear if the driver will be facing any charges.BREAKING: TROTWOOD -- Police are investigating how the driver of a white sedan ended up hitting a 13-month-old baby in a stroller and dragging the child in an apartment complex parking lot.  It happened around 7:30 p.m. at 4836 Biddison Avenue near Shiloh Springs.  Police say after the child was hit, a teenager tried to help the baby and was also hit by the car.The driver reportedly fled the scene, but was caught a short time later. The 13-month-old is said to be in critical condition.
