South African Head of Forensics, Joe Henderson, discovers a nameless death certificate amongst his routine paperwork and orders an investigation. When he discovers that a famous black leader was killed while in state custody, he refuses to sign the certificate which he knows is forged. Now the black leader's murder has spawned brutal retribution killings of white prostitutes and Henderson learns that if he signs the document, there will be more deaths in response to the senseless murders of innocent blacks carried out by the state. But, as violence peaks, he finally signs the document, inciting both a riot, and his own desperate suicide.
