It's not clear whether Michele Bachmann was going to pour water for every single person at the table but the host automatically assumed that she was (or was at least hinting that she should by putting her on the spot). It's possible that she was just going to pour water for the person sitting next to her out of courtesy but when the host says "I want to begin by thanking Representative Bachmann for taking care of the water for today's event", it put her on the spot and she knew it would look bad if she didn't pour for everyone at this point.
The debate was hosted by CitizenLink, an affiliate of Focus on the Family. The image of her pouring water for the rest of the males at the table may raise eyebrows for some people, but probably less likely with supporters of this organization.
