In a rare "State of the County" address, New Castle County executive Paul Clark said he has no plans to increase property taxes for residents.

Clark, who took over as county executive when Chris Coons was elected senator, will present his first proposed budget in March. According to Clark, the county deficit for the 2011 to 2015 fiscal years has been reduced from a projected 71.2-million-dollars to 27.1-million-dollars. In his address to the members of County Council, Clark also announced the creation of a job stimulus plan and said he would be introducing solutions for putting more police officers on the street.
