I met this juvenile squirrel in the parking lot of my apartment and started shooting video because it was acting funny. In the end it jumped for my hand, which was startling.

I've seen this behavior many times. This is a squirrel that is used to being fed by a human hand. The tail position in a signal that he's not real sure about the object in your hand, but based on his experience with human hand in his lifetime, it must be for him.

Hey! You okay man? Some squirrels are bold. Once had an elderly woman walking on our lawn she stopped to chat with us. I softly said, "don't yell, don't be afraid, there is a squirrel hanging onto your leg. I once rescued a baby squirrel from our cats and dogs. I made kissing noises to call it away from the back yard. It followed me whilst I screamed for dear life! If it had lived through the night a woman was going to nurse it back to health and release it back into the wild. Sadly, it didn't.

Squirrels are almost never found to have rabies. Woodchucks, on the other hand, will mess you up.
