This video is a brief look at the Council of Europe work on the Local Government reponses to recession. The work was carried out in co-operation with the LGI of the Open Society Institute (Hungary), and is the only project worldwide to date to go into such detail at the micro-level. Data was compiled and analysed from 37 Council Europe member States and published as 2 reports for the 16th Conference of European Ministers responsible for local and regional Government (Utrecht, Netherlands, 2009. In the light of the analysis, European Ministers agreed for the Council of Europe to continue this work.
In October 2010, An interirm conference was organised at the Council of Europe headquarters in Strasbourg to review the situation. Participants included key figures responsible for local budgets at central government level, some of whom were interviewed for this video. The next and main review of the European situation will take place in Kyiv, Ukraine, November 2011 at the 17th session of the Council of Europe Conference of European Ministers responsible for Local and Regional Democracy.
