During her questioning of witnesses at the Budget Committee hearing on IPAB, Congressman Diane Black (R-TN) went at the heart of HHS Secretary Kathleen Sebelius' claims that IPAB only takes affect if Medicare spending grows at a certain rate. According to Black, because the threshold of growth is so low (GDP plus .5 percent), that will cause IPAB to begin very quickly.
