The blame game for the intelligence failure in Iraq has begun. George Tenet has given a spirited defense of the CIA. Does he have it right? Bob Jervis, who reports to Tenet in his capacity as Chairman of the DCI Historical Review Panel, does not think so. Jervis, who is an expert on national security matters, is the former President of the American Political Science Association and presently, the Adlai Stevenson Professor of International Affairs at Columbia.
