The first right that a landowner has is to be paid a fair amount for the land that is taken from him or her. The landowner does not have a right to second-guess the government when they make a decision regarding their land. The government is entitled to take property because it's an issue of sovereignty, but the Fifth Amendment does provide for payment. Landowners are entitled to know what the government thinks a property is worth, how the project will affect the remainder of the property and whether or not it will be injured by the taking.
