On May 17, 2011 U.S. Undersecretary of State for Democracy and Global Affairs, Maria Otero, addressed a packed audience of diaspora civil society dignitaries and various U.S. government officials at the Secretary's Global Diaspora Forum. The forum was held at the U.S. Department of State headquarters in Washington D.C.
During her opening speech the undersecretary touched on her immigrant upbringing, her unique road to the U.S. Department of State, and finally the departments commitment to the diaspora community. The undersecretary reiterated on many points that working with diaspora communities is a form of diplomacy that produces effective outcomes.
