selling a home in this rough economy is tough enough as it is. but a rio rancho homeowner who contacted eyewitness news four says he's getting slapped with fines... all because he put up a "for sale" sign in his front yard. misa maruyama is live from diamond ridge in rio rancho with our top story. misa. this is what the fuss is all about. the man who lives here -- geoffrey padilla -- says his homeowner's association fined him four hundred dollars -- because he won't take down this for sale sign. he says it's part of the homeowners association agreement. but he says the policy was put into place after he bought his home. he also points out that the developer has for sale signs all over the place. he thinks the builder doesn't want competition from homeowners. dr horton is the builder here. they have signage everywhere for houses that are available and houses that have been sold across the way here. the housing crunch has hit, and dr horton continues to make its money. we called the homeowners association emergency hotline ... four times today -- but never got a call back. we also went to the d-r horton sales office. an employee says she couldn't speak on camera. we asked to speak with her supervisor. the employee says she already left a message -- and refused to call a second time. the homeowner says he's tried to work with both the homeowners association and d-r horton ... but keeps getting the run-around
