On January 28th, a large demonstration in Oakland march in an attempt to reclaim an abandoned community center to be placed back into the hands of the community. They were met by OPD Riot Police who subsequently deployed batons, rubber bullets, flashbang grenades and tear gas against the crowd throughout the day. Later that night more than 400 people were mass arrested.

City and Police officials have claimed that they were provoked with the protestors attacking them. This is the 1st part of a series analyzing who exactly provoked who and whether the use of force was really necessary given the nature of the civil disobedience on display.
