The Electoral College is not a place, it's the process that takes place to election the President of the United States. The founding fathers established it in the Constitution. This video explains the process and what it is designed to achieve.
Note: Electoral College and the popular vote. The election of 1824 is often claimed to be the first in which the successful presidential candidate did not win the popular vote. However, this in unclear. Several states in 1824 did not permit a popular vote, but rather allowed the state legislature to choose their electors.
