Dave Hardy, a planner at Hardy Stevenson shares insights on how to close the gap between neighborhoods, and how we can mend the city and become one again.

Until the 1980s, Toronto had a healthy mix of professional and working class neighbourhoods. About a decade ago, demographic data showed our city had somehow split into three.

1. Downtown core: rising property values, investment and incomes.

2. Inner suburbs: changing demographics, but stagnant economic prospects.

3. Outer suburbs: struggling with poverty and lack of investment.

How can we mend the city to become one again? Is this possible without massive investment?
