A person previously detained and threatened by Sparks police at one of their illegal roadblocks makes a request for public records as per Nevada Revised Statutes chapter 239 at the Sparks police department records counter. The police assistant clerk seems unfamiliar with the law and probably doesn't have easy access to the records anyway so she gets the watch commander.

The requester is carrying an unconcealed pistol in a hip holster.
