Some suggested that the lyrics are a metaphor of the bombs fallen down during the Vietnam War (1955 - '75). My personal interpretation is concentrated on a intimate dimension: the rain "coming down on a sunny day" is like a sudden event, often tragic, that happens, before or later, in the life of each one of us, the storm after the calm. So, this song is a reflection our life, and our suffers, remembering that the sun always shines and that we aren't' able to decide when rain comes down.
And yes, i've seen the rain.
