Representative Sewell thinks cutting $160 million, over the next decade, in duplicative spending amounts to "zero savings." Two reports issued by the Government Accountability Office clearly say otherwise: "Responsibility for Inspecting Catfish Should Not Be Assigned to USDA" and "Opportunities to Reduce Potential Duplication in Government Programs, Save Tax Dollars, and Enhance Revenue." By repealing the wasteful USDA Catfish Inspection Office we "could save billions [by] eliminating duplication, overlap, or fragmentation" in federal programs, such as the USDA Catfish Inspection Program.
