The legacy of Louis Armstrong will be the focus of a conversation between the trumpeter Wynton Marsalis and the critic Stanley Crouch when the Center for Jazz Studies at Columbia University ushers in Black History Month at 8 tomorrow night at the Miller Theater, at 116th Street and Broadway, in Morningside Heights. ''The Artistry of 'Pops': Louis Armstrong at 100'' is not only a celebration of Armstrong but part of the center's Jazz and American Culture lecture series. Robert O'Meally, the founder and director of the center, will moderate the discussion; Mr. Marsalis's trumpet will illustrate the Armstrong repertory and a question-and-answer session will follow the talk.
