This is a DIY vid on making some super cheap but effective wooden arrows. This isn't a wilderness survival how-to. One thing I forgot to mention is when selecting your dowels, be sure to check each one for straightness and other imperfections, like knotholes. Not all dowels are created equal, also look for dowels which have their grains going parallel to the dowel rather then cutting across it. This should decrease the chances of your arrows exploding on impact.
