I really hate this fight. It's very time consuming. For the data fights, you have to get through Xemnas 1 to get to Final Xemnas everytime. Final Xemnas himself isn't the hardest Data IMO, he's the most time consuming. If you are having trouble with him at LV1, synth better Accessories and Armor and most his attacks won't 1 hit kill you..hopefully. Anyway, you just have to get the pattern down. It's rather predictable once you get used to it. Riku's Limit is the best way to beat Final Xemnas. It does nice damage if all connects.
I would highly recommend not using Riku's Limit finisher. It leaves you WIDE open after. You'll have less than a second to figure out what Xemnas is doing, and if he's in the middle of laser attacks, good luck. So I hold off on the finisher. I did it once by accident about halfway through but got lucky.
The "Can you spare a heart?" move is blockable with Reflega, Dodge Roll, Quick Run, etc. Limits too. Try not to get hit with that, it's not fun. The worst thing that could happen at LV1 is for Xemnas to throw you up in the air. A limit is your only saving grace here. You probably can mash Reflega to block the first hit, but in my experience you get unlucky sometimes. So use a Limit. What makes this move bad is you can actually dodge the part where he throws you up. Dodge Rolling, etc. If you do that he'll do the first strike while you're walking on the ground, and you will NEVER see it coming. It's a one hit kill too. So make sure you try to get grabbed. He does it after about 2 bars of HP and once or twice on the last 4-6 HP bars.
After you get him down to the last HP bar, he'll do his final attack. It's a very tiring attack to block, you have to alternate between RC and O to block for both Sora and Riku. However, you don't have to button mash fast as possible. You can actually do it rather "slow", so to speak. So don't mash like crazy or you'll get too tired to finish it. After that attack Final Xemnas won't move. Which means you won.

Difficulty for LV1 no damage: **********
The ratings are based off of having to go through Xemnas 1. If it weren't for that they'd be a tad lower.
The funny thing is I forgot to buy more Ethers, I only had 7 so I couldn't even give Riku any. Surprised I pulled this off. But Xemnas is very cheap here, you can get hit 100 different ways. So good luck if you attempt this. I personally did not find it fun, and it was literally the last data fight I got no damage on, even if it wasn't the last one I beat. The end shows the crown again and that I beat all the datas.
This is the end of my LV1 no damage data fights. There are more I can do with the datas though, so don't worry.
Q: How do you stay Level 1?
A: In Critical Mode in KH2FM, you are given an EXP 0 ability at the beginning of the game. Equipping it makes it so you don't gain experience. Drive Forms aren't affected by it, so you can still level those up.
Q: What's Critical Mode (CM)?
A: Critical Mode is the new difficulty mode in KH2FM. It's basically slightly harder than a low level Proud Mode challenge.
Q: Hey how come you have (Insert ability here) at level 1 when you get (insert same ability here) at (insert KH2 required level here).
A: In KH2FM, they switched some abilities around and made some where you don't have to level up to gain them. A perfect example is the Scan ability.
Q: How can you do 2 finishers so early on in the game?
A: Just like with the EXP 0 ability, you're also given a Finishing Plus ability at the start of the game. So you can do 1 normal finisher + a second finisher.
Q: How come I hear English voices if this is KH2FM? I thought it was Japanese!
A: KH2FM has English voices with Japanese text. Simple as that, I don't know why people can't grasp that.

Q: How come your stats increase if you're level 1?
A: You get bonus level stat ups from beating scripted fights. For example, some give you HP+, MP+, Strength +1, Defense +1, etc. If this didn't happen, then it would be near impossible to do a LV1 playthrough.
