Schwarzenegger promises to protect patients from cancelation

In his 2008 'State of the State' address, Governor Arnold Schwarzenegger promised to protect patients from health insurers that retroactively cancel coverage after they become sick and file a claim. But now that a bill to protect these patients is on his desk, his dedication to that promise is wavering. Could it have anything to do with the $1million+ he's received from health insurers?
