Two steps are required. First of all, the tank is necessary for this method. It is not yet available from army since maximum wanted level is only 5 at this stage of the game. It can be retrieved in previous mission Arms Shortage as shown in the first part of the video. This tank has locked doors, but blocking them both while on a mission allows to get inside. It also is not explosion-proof. There are two ways to make tank explosion-proof. First one is to put it to a garage, close and open doors (as done on video) or to export it in Portland Docks along with 6 other emergency vehicles and import one back. After getting EP tank drive it into Bobcat in Evidence Dash, push it to a garage, close and open it.

To get BP Barracks OL from Arms Shortage along with a tank, enter it as well after getting in the tank (as done in video), then either leave Rhino in the street, go to Barracks on foot, take it to garage, then go to Rhino on foot again (otherwise it will despawn) and drive it to garage or export crane, or drive Rhino to garage or export crane then go on foot to Barracks and drive it to garage.

Overall this is more stable method than the one with turning car into a decoy, because it is simplier to blow car with a tank than to turn it uspide down, and besides the wreck of the car will not become invisible as it happens with not blown up Bobcat.
