Rep. Cravaack offered a bipartisan amendment to the THUD Appropriations Act to prohibit the use of funds from being used towards the implementation of the flawed European Union Emissions Trading Scheme.

Starting in January, the EU unilaterally imposed their Trading Scheme on civil aviation operators landing in or departing from the European Union. The ETS applies to the entire flight. Starting in April 2013, U.S. operators will be required to pay an emissions tax to the EU Member State to which they most frequently fly. The ETS includes no mandate that the revenue must go towards R&D. This constitutes a clear violation of international law and U.S. sovereignty. In addition, the ETS lacks transparency and clarity, and concerns exist as to whether ETS will be fairly applied to all air carriers. Furthermore, the ETS puts U.S. air carriers at a competitive disadvantage, resulting in job losses. The U.S. and numerous other countries have expressed objections.
