This culti-packer, also called a roller harrow, has two sets of rollers with spring tooth harrows in between. It is used to break-up soil clods and pack the soil to leave a smooth, firm seedbed. The depth of the harrows can be adjusted to bring moist soil to the surface and the packers firm the soil and allows the moisture to stay near the surface where it is available for seed germination. Two to three passes may be needed for a good seedbed, the last pass being a firming pass with the harrows elevated out of the ground.
