There are numerous places designed for Kids to surf online, but two of the best sites out there are Webkinz and Club Penguin, the Web 2.0 of the kids world.

On Club Penguin, each player interacts with other penguins through chatting, sending greeting cards, using emotes-or emotion icons- and helping each other win challenges and games.

Webkinz is a Canadian Innovation started by the Ganz Gift family, who operated a stuffed toy business. They took the idea of stuffed toys for carnivals and gifts, and put it on the web. Participants adopt a pet and name it as theirs. After this they can build and design rooms, hang out in the Clubhouse, play games against other pets, with the goal of winning KinzCash, which you can use to go shopping for your pet.

What makes both of these sites safe is that they are set up on a pay to join basis. Participants must be fully registered and give a credit card, meaning their identities are known.
