Is there a difference between an eyeliner pen and an eyeliner pencil? You bet there is- same as there's a difference between a cat eye and a smoky one. For the newbies- the best eyeliner for beginners in my opinion is a cream, it doesn't set as fast and comes off easily which makes room for error- and you will make a lot of errors! The best eyeliner for the waterline needs to be waterproof- and you need a gentle liner that won't irritate that sensitive eye area.
