Congress is officially wrapping up its last few days in session before the November election, but many critics are saying the 112 Congress could go down in history as the worst. As of last month, Congress passed only 173 bills. The last time Congress was in the same predicament was in 1947, where the "do nothing" Congress served under President Truman.
