Todd Stern, the top climate negotiator for the United States, addressed reporters after the 9th meeting of the world's biggest emitters of greenhouse gases. He said, in no uncertain terms, that the only legally binding climate pact acceptable to the U.S. would be one where fast-growing developing countries -- particularly China and India -- are legally bound, as well.
