He has a policy that is so weak that it simply isn't going to stop global warming.

Silvio Berlusconi has been grovelling for his self interest and the interest of other Italian businesses.

He fought hard for industries like Italian glass, ceramics and paper. Berlusconi threatened to block a deal if he didnt get his way.

He got all the things he demanded.

A weak agreement was signed because of fears it would hurt his industries and reduce its ability to compete with less regulated rivals abroad.

Industries exposed to international competition will receive free emissions permits if they face a 5 percent increase in costs that covers about 90 percent of EU industry.

Coal has to be phased out rapidly that is the main problem. But they are digging more out the ground every day.
