Basically, he doesn't want to shut down the internet in the United States. He wants to shut down the internet in ISIS-controlled zones of Iraq and Syria. More importantly, he also says he wants to use our tech experts to find where ISIS actually are. It has nothing to do with the First Amendment since our constitution does not apply to Syria and Iraq.
