12 year pet grooming vendor and local publisher Jennifer Jones attempts to purchase a new vendor permit, pursuant to section 8-1 of the Town Code, because her current permit ends that day. She is refused because "Community development" Director Steve Henrich is not there to "validate" her application. Despite protestations that there is not a policy change, this is the first time Jones has ever been refused a vendor permit, although more than a year earlier she had been denied a business license after the town cashed her check. Previously, vendor permits have been provided on demand to anyone who meets Arizona ID requirements, and has or applies for a tax ID# when purchasing the permit, and pays the permit fee. Is this a 14th Amendment violation, and/or grounds for a "class of one" discrimination lawsuit?
