Your blank is what we called slugs there are for ripping off vending machines and such I dealt with them years ago when working for a vending company. Nice old wheat and the s mark to boot but I look for the Os there a lot rarer then Ss.

Just noticed the buckle had 3 pins you can see where 2 broke away so it is most likely to be from Victorian times late 1830s to 1900 time frame.
