You should definitely not keep them confined to just the play pen for the first year of their life, that's wayyyyy too long maybe the first couple weeks but not a whole year. That's just depriving your puppy of the socialization that is critical to them in the first months of their life. They are already fully grown by the first year so they don't need to be confined for that long of a time.

You wouldn't want to put them together at the beginning. The 2 dogs ages are different & have different needs. Separate crates is best for now. You don't want the little one to get overwhelmed by the larger new puppy. Also, the importance of your chi dog mix being respected for his or her position as first dog needs to be maintained.  So let them get to know each other while protecting them both and helping them to use good manners with each other. Once that has been established you can allow them to be together more often.  Let us know if you want support at all. Just remember, safety first and train by being present to the needs of your home life & the dogs developmental needs. Good luck to you!
