The Prod is a "second-chance" melee weapon, in that if you fail to knock-out an enemy, he will be stunned and harmless for a few seconds which allows you to avoid harm from him. Other weapons such as the baton will provoke immediate retaliation if you fail to do enough damage to your target.
Thus, this allows for prods to be used as aggressive direct attack weapons. To be successful in this regard however, requires you to mitigate the risk of a head on charge with the prods' stun ability effectively. This means the prod must be used in conjunction with another weapon:
For large groups, pepper spray or gas grenades can be used to disable enemies momentarily. Run in and take out as many enemies as you can. If you do not immediately knock-out an enemy, you do not have to worry about him shooting at you as he will be stunned. Hide while reloading, then proceed to take out the rest.
For smaller groups, just run up to your enemies and stun all of them while they are still surprised. Follow up with a baton, crowbar or knife attack on the stunned targets. -------------------------------------------
The prod should not be used for silent takedowns as it is a waste of ammo, and the baton can do that job just as well. Note however, that more advanced enemies (no spoilers) later in the game will be immune to instant-baton-takedowns, and so the prod must be used on them. Electroprod rounds become harder to find later in the game, so if you want to play a non-lethal game, use the prod sparingly early on.
