There are several ocean conditions which contribute to hurricane formation. When ocean temperatures are warm, there is more energy to power a storm. The distribution of ocean temperatures is another factor. One setup that is particularly conducive to hurricane formation in the Atlantic Ocean is when there are warmer sea surface temperatures in the eastern Atlantic, and cooler sea surface temperatures in the western Atlantic and the Pacific.
