In the 1990s Canada, along with other developed nations, faced an economic recession which had a big impact on public sector spending. Canada's provinces were forced to make major cuts to budgets, including health care budgets. Hospitals were closed and staff laid off. In May 2011, the Canadian Health Services Research Foundation and the Nuffield Trust jointly hosted a Masterclass to discuss the learning from Canada's experience of handling a downturn.
In this video, Maureen O'Neil talks to Nuffield Trust Senior Fellow Ruth Thorlby and reflects on Canada's experience of managing budget cuts alongside attempts to reform health services and what the NHS might learn from it.
