I discovered that unlike Etho's first light sensor, his second one would misfire in the rain—turning on, then off, then on again endlessly until the rain stops. This design remedies that issue, as well as making the device more compact.

To maximize daylight sensitivity, orient the device such that the opening is in the southwest corner—grass spreads two blocks south and west but only one block north and east, so such an orientation takes advantage of the fact that there is more brass on two sides than on the others.

I tested it, and median sunrise detection is right at daybreak (sun fully up, light level as high as it gets), and median sunset detection is about 13:30, or just shortly before it gets fully dark

Standard deviation is ±1 Minecraft hour.

It detects light at level 9 and above and dark starting at light level 10 and below. That's not a typo—if the light level is 9 or 10, it is possible for it to alternate between day and night output.
