Don Hertzfeldt's last 16mm student film, BILLY'S BALLOON was produced at the University of California Santa Barbara in 1998.

It was nominated for the Short Film Palm D'Or at the Cannes Film Festival the following year and won the Grand Prize at the Slamdance Film Festival.
