Humans have 1000s of dormant genes of various animals already in our DNA, its quite possible that he simply has a gene activated that cats or some other night seeing animal has.   Its cool, that's for sure, but its not some conspiracy.  Its just a 1 in a billion mutation, and China has more than a billion people lol.

This is too silly for words. A genetic mutation that changes the eye is not the same thing as a human/animal hybrid.

It isn't stated in the video, but he has tapita lumina like cats, dogs, and other nocturnal animals. This means his retinas have a reflective coating on the back side and reflects the light back into the retina from behind doubling his eye sensitivity in the most extreme case. Owls have a very heavy reflective coating, so they have trouble seeing in daytime on bright days. Dogs and other animals capable of nocturnal activities have less. It sounds like the boy has a very heavy reflective coating like an owl. You can bet the Chinese will breed him to make nocturnal military scouts.
