Members of Parliament have yet again failed to reach a consensus on a viable formula of achieving the constitutional requirement on gender representation in the national assembly that will be elected on March 4th 2013. Justice minister Eugene Wamalwa, in consultation with the parliamentary Constitution Implementation Commission (CIOC) and key stakeholders in the implementation process has withdrawn the constitutional amendment bill that was to be debated Wednesday to lobby more lawmakers to endorse the proposed gender equity mechanism, that could lead to a bloated legislature and a bigger wage bill to the Kenyan taxpayer.
