Rep. Roscoe Bartlett, Ranking Member of the Subcommittee on Air and Land Forces of the House Armed Services Committee, encourages support of his bipartisan amendment adding an energy efficiency metric to H.R. 5013, the IMPROVE Acquisition Act. "This is a good bipartisan bill that will reform the Department of Defenses process for buying products and services to improve our national security and provide more value to taxpayers for our defense dollars, said Congressman Bartlett during floor debate before the bill was approved by the full House on April 28, 2010. He added, "This amendment will send an important and strong signal to defense contractors that their bids will be more competitive if their products and services will use less energy." The amendment was cosponsored with Reps. Michael Quigley and Gabrielle Giffords.
