SBA recently released two long-awaited and significant proposed rulemakings. One will establish a new mentor-protégé program available to all small businesses, while the other will change the way small businesses determine compliance with the limitations on subcontracting. And both proposed rules include a number of other potential changes to SBA’s small business programs, including the rules pertaining to joint ventures, affiliation, applications for the 8(a) program, and the nonmanufacturer rule, just to name a few. The comment deadline for both proposed rules is April 6, 2015, so this event will be an excellent opportunity to interact with SBA and gain valuable insights to help shape the rulemaking process.
