Special thanks to Edgar Wilhelm for sending me his drawing of his cell. This is my understanding of Stan Meyer's free electrons extraction circuit. I think what he wanted to do with his circuit was to discharge his water capacitor. His cell was actually a capacitor with water as dielectric material. And we know that if we charge a capacitor until a certain level or if it is fully charged, a capacitor will behave like an open circuit. That's why we will get less gas production over time if we don't discharge our electrolyzer. We can see this clearly if we use high resistant dielectric material like distilled water.
