There are four positions you can have in regards to god(s):
1. Gnostic Atheist - Knows and believes there is no god.
2. Agnostic Atheist - Lacks belief, but does not know there is no god.
3. Gnostic Theist - Knows and believes there is a god.
4. Agnostic Theist - Believes, but does not know there is a god.

Every person on earth falls into one of those four categories.

If someone says they are agnostic, they are just stating a single position about their knowledge of god. They still have not addressed their belief. Most self-described agnostics are actually agnostic atheists. They just don't label themselves as atheist, even though they are.
