World Bank Lead Economist Vijayendra Rao offers an introduction to his recent seminar at the Ash Institute for Democratic Governance and Innovation, Harvard Kennedy School. He examines over 290 transcripts from village meetings in South India, empowered by the Indian constitution to play an important role in the governance of every village, to demonstrate how boundaries of caste and status are breached within them, and definitions of poverty and beneficiary selection understood and interrogated.
