Rep. Antonio Tinio of the Alliance of Concerned Teachers interpellates Department of Education Secretary Leonor Briones on the agreement between the government and the APEC Schools to provide junior and senior high-school education through a "low-cost", for-profit model, during the hearing for the Department's budget on September 2. Rep. Tinio raised the issue of the use of vouchers to fund enrollment of students in APEC, which was also allowed by DepEd to adhere to lower standards. Sec. Briones said that the agreement and the voucher system are under review, and that they will look into the APEC model of education provision.
