Despite the presence of our Nation's first African-American president, discrimination persists in the Federal government. Internal systemic bias and rampant retaliation impedes the Federal sector's ability to provide taxpayers with safe, quality, efficient and cost-effective goods and services. Federal officials, found guilty of civil rights violations are seldom, if ever, disciplined.
