In 1991, Lansing politicians stopped pre-funding school retiree health care and raided hundreds of millions of dollars from that fund to fill a budget deficit that year. Now legislators want to shift the costs to school employees and retirees adding it to the current pension contribution, the 3 percent retirement health care tax and the "hard cap" on health insurance premiums.
This continual cost-shifting — attempting to balance the budget on the backs of school employees and retirees — has driven many workers right out of the middle class.
